To have details of scheme-wise expenditure on a consolidated basis across all the Union Ministries, the Planning Commission through office of Controller General of Accounts, has introduced unique sanction ID generation system for Plan Schemes on e-lekha portal from 01-04-08.

An improved version of Sanction ID Generation Module has been launched by O/o CGA w.e.f. 01-04-09. The new System allows the used based reporting. As per new system, all the users at the level of Programme Division/DDO/PAO/Pr.A.O. are required to be registered into the system before they can participate into the Sanction ID generation process. In order to have precise reports on the releases to various implementing agencies, each agency has to be registered on the utility available on Central Plan Scheme (CPS) Portal. However, having the release of funds under Plan Scheme to various countries into consideration, the Ministry of External Affairs has been kept out of purview of implementation of Central Plan Scheme Monitoring this year i.e. 2009-2010.

During the current financial year, 2009-2010, 13 Central Plan schemes are in existence in Ministry of External Affairs. Out of these 13 Central Plan Schemes, 5 CPS are new Schemes which have been introduced during the current financial year.
